Put styling in new stdlib; Styled → Tagged rename
After discussion on Triage, we've decided that the base
Styled{String,Char} types will be renamed to Tagged{String,Char} to
better indicate their versatility and kept in base, with everything else
moved out to a new StyledStrings standard library.
