082e1424 - remove unused managed realloc (#55050)

remove unused managed realloc (#55050) Follow-up to https://github.com/JuliaLang/julia/pull/54949. Again, motivation is to clean up the GC interface a bit by removing unused functions (particularly after the Memory work).
