2cf4de4f - Document the String constructors for IPv4 and IPv6 (#52559)

Document the String constructors for IPv4 and IPv6 (#52559) Also capitalized 'IP' in the Int constructors. These are pretty important and I couldn't see them mentioned anywhere else in the docs.
