[CompilerSupportLibraries] Bump to v0.4.3 (#40807)
There is one notable change in this version: now _all_ compiler libraries are
the latest available, instead of only libstdc++. So for example for
libgfortran5 we get libraries from GCC 10.2 at the moment.
