deprecate --sysimage-native-code=no option (#58285)
This option no longer serves any purpose, since we can invalidate any native code that is not usable. More importantly, removing the test for this saves >20min of CI time, since to start with that option we have to recompile everything. Thanks to @vtjnash for pointing this out.
