AGENTS: Instruct AI to use a recent Base PR for pull requests (#59369) Our CI runs on the branch, not the merge commit so if we don't do this, CI results can be misleading, cf https://github.com/JuliaLang/julia/pull/59357 before I had Claude rebase it.
