Bump SparseArrays to use SuiteSparse 7.6.0 (#53180)
This is using commits that are on a branch of SparseArrays.jl. The PR
for SuiteSparse 7.6 in SparseArrays.jl -
https://github.com/JuliaSparse/SparseArrays.jl/pull/502 - should be
merged first. Then the commits should be updated here, and then this PR
should be merged.
