Double-escape literal $-s in docstrings (#27727)
* Double-escape literal $-s in docstrings
Literal dollar signs need to be double escaped, since they have special
meaning for the Markdown parser (for deprecated LaTeX delimiters and
syntax extension interpolation).
Fix #27654.
