stdlib: declare identities on the bundled JLL wrappers
The bundled JLL wrappers construct their `LazyLibrary` handles without an
identity, so `dlid` reports `nothing` for them and a `ccall` written against one
records nothing to check.
Declare one for every library the bundled wrappers define: the `LibraryID`
pairing the owning package's UUID, exactly as its Project.toml states it, with
the library's name. Both parts are facts the package already writes down, so
nothing here is derived or invented. This is data only: no wrapper logic
changes.
