[JuliaLowering] Assign inner function name after method defs
This was incorrect when a variable with the same name as the defined function is
used in the signature of the function.
Does not change the behaviour of #62941 (assigns only on the first function for
that closure). Behaviour is slightly different with short function defs;
see broken test.
