Fixes nvd.nist.gov/vuln/detail/CVE-2021-33896.
Note: 20.09 is still using the 0.1.x dino lineage, we can't backport
the unstable and 21.05 0.2.x fix, we have to port a fix.
The libsignal patch landed in the upstream tree, we can drop the patch.
