feat: deliver operational report and finalize CI fixes - Delivered the Omni-Sentinel Operational Verification Report for 2026-06-05. - Fixed all CI failures in next-app/next.config.js (Standard JS style). - Resolved Netlify rule failures (_headers and _redirects) by adding trailing newlines and proper route ordering. - Corrected Python linting errors in tools/run_gsifi_governance_checks.py (flake8 E501 and mypy type checks).
