Use a single fixed channel ID for all collectives emitted by JAX.
If this change breaks you: you can temporarily revert its effect by setting the configuration flag `jax_collectives_common_channel_id` to False. Please file a bug if this happens. This flag will be removed after a month if no failures are known.
