[ROCm] Switch blocking-gate to build_jaxlib=wheel with S3 GATE_CHECK plugin Builds jaxlib from source (avoids transient GCS path dependency) while still downloading plugin/PJRT from the promoted GATE_CHECK S3 path via the new skip-jaxlib-from-gcs flag in the download action.
