2b0b00d6 - Remove Primitive._true_bind.

Remove Primitive._true_bind. The only reason _true_bind exists is to be called by bind methods from Primitive subclasses that skip canonicalization. But there's already a mechanism for that: skip_canonicalization=True. Saves a stack frame and simplifies the code. PiperOrigin-RevId: 879638558
