[pallas:mosaic] Fixed the `NDIndexer` instantiation in `_prng_key_load_lowering_rule` Previously, the indices and the shape passed to `NDIndexer` had different lengths if the corresponding `block_shape` had a squeezed dimension. PiperOrigin-RevId: 819204936
