[Mosaic GPU] Override the PTX version used LLVM->PTX compilation with the highest available one during PTX->SASS compilation. This should allow us to use features in inline PTX even in cases where LLVM does not support the PTX version upstream. Thanks to PTX's compatibility guarantees, this should be a safe operation.
