9edaba1c - Fix some C++ linter warnings.

Fix some C++ linter warnings. Google style doesn't allow anonymous namespaces in headers. But we can just use a named namespace. Also use textual_hdrs for vendor.h, since we might include it twice with different defines. PiperOrigin-RevId: 869319837
