[mosaic:gpu] Use bytecode serialization.
operation.get_asm(binary=True) is *not* bytecode serialization. It uses a binary Python file, but still does text serialization.
This fixes a problem where MLIR location information was not always being correctly propagated through MLIR serialization in the serde code.
