cda40ece - Removed wrap_with_builder and tensor.to from the Triton compatibility layer

Removed wrap_with_builder and tensor.to from the Triton compatibility layer The only API using it was cast. I also added a test which covers int1->int8 casts. PiperOrigin-RevId: 603771797
