#sdy Make more changes to jaxlib that will be needed for supporting falling back to GSPMD in a follow up code change where XLA is updated. This needs to be done in its own change so that we can submit an XLA change that runs a JAX build github action, but at the version on the main branch. PiperOrigin-RevId: 784171373
