Add a version guard around TPU lowering rule changes. These changes need libtpu > 0.0.34. The easiest way to achieve that guard is simply to guard on jaxlib 0.9.1, since 0.9.1 will pin the a release after libtpu 0.0.34. PiperOrigin-RevId: 856674554
