Remove stale xla_gpu_cublaslt_algorithm3.patch from workspace.bzl
The XLA pin was bumped to d8b2a5f5 (commit aae3e281, 2026-04-30) which
already includes the algorithm-3 skip fix (openxla/xla#39277). The patch
now conflicts with the existing code, causing CONTENT_DOES_NOT_MATCH_TARGET
build failure.
