[ROCm] Use new gfx950 runner labels in release validation workflow
Update wheel_release_validation_rocm.yml to the new
amd-do-linux.jax.gpu.gfx950.N runner labels, matching jax-ml/jax#38666
which migrated the other ROCm workflows off linux-x86-64-Ngpu-amd.
