fix(Tree): make TreeItem with hasChildItems expandable without child rows (#10799) * fix(Tree): make TreeItem with hasChildItems expandable without child rows TreeItem did not pass hasChildItems to useTreeItem, so useGridListItem only treated a row as expandable when it had child nodes in the collection. A row with hasChildItems and no children got no aria-expanded and could not be expanded with the chevron or ArrowRight. Closes #10659 * test(Tree): add story and test for children added to the collection on expand
