DRILL-3153: Fix JDBC's getIdentifierQuoteString() to report Drill's backquote.
Added override of Avatica's default implementation returning SQL
standard value. Added Javadoc. Added unit test.
Also moved unit test for nullsAreSortedXxx methods.
