DRILL-8290: Early exit from recursive file listing for LIMIT 0 queries (#2636)
* New validation logic: error when no files are found and no workspace default format is set.
* When auto disabling a plugin override exception error type to PLUGIN.
* Set editorconfig continuation indent to 4.
