Add pyupgrade `UP041` to replace `TimeoutError` aliases (#8476)
## Summary
Add UP041 to replace `TimeoutError` aliases:
* Python 3.10+: `socket.timeout`
* Python 3.11+: `asyncio.TimeoutError`
