[ty] Django: synthesize `get_{next,previous}_by_<field>()` methods (#29653) ## Summary This PR adds support for the `get_next_by_<field>()` and `get_previous_by_<field>()` methods that Django generates for (non-`null=True`) `DateField` and `DateTimeField` fields. Example: ```py from django.db import models class Article(models.Model): published = models.DateField() def _(article: Article): reveal_type(article.get_next_by_published()) # Article reveal_type(article.get_previous_by_published()) # Article ``` Towards https://github.com/astral-sh/ty/issues/1018. ## Test Plan New Markdown tests.
