Mark `byte_bounds` as a non-backwards-compatible NumPy 2.0 change (#8474) This is the one refactor in the NumPy 2.0 upgrade rule that isn't compatible with earlier versions of NumPy, so I'm marking it as unsafe and adding a dedicated message.
