[`flake8-bugbear`] Offer unsafe autofix for `no-explicit-stacklevel` (`B028`) (#14829) This PR introduces an unsafe autofix for [no-explicit-stacklevel (B028)](https://docs.astral.sh/ruff/rules/no-explicit-stacklevel/#no-explicit-stacklevel-b028): we add the `stacklevel` argument, set to `2`.
