Update to `jiff 0.2.15` (#14035)
This brings in https://github.com/BurntSushi/jiff/pull/385, which makes
cold resolves about 10% faster. Or, stated differently, as fast as they
were a few weeks ago before the perf regression introduced by
`jiff 0.2.14`.
