Start Docker before the Windows NanoServer integration test (#22449) The Windows NanoServer integration job intermittently fails before `uv` starts because the runner's Docker daemon is unavailable ([example](https://github.com/astral-sh/uv/actions/runs/37984622506/job/114004855597)). This matches the [runner-images startup issue](https://github.com/actions/runner-images/issues/13729#issuecomment-4183956802).
