Avoid `#[clap]` macro (#3085)
## Summary
I can't find a source for this beyond
https://users.rust-lang.org/t/clap-derive-helper-attribute-question/101228,
but apparently `#[arg]` and friends are newer and recommended. (They're
also used in the examples in the docs.)
