Prevent local-version containment markers from panicking (#22815) Rendering `python_full_version not in '3.20+x' and python_full_version < '4'` can panic when the local version reaches an ordered comparison, which does not allow local segments. Normalize versions in `in` and `not in` markers to their release segments, as comparison markers already do, so the resulting marker can be rendered and parsed consistently.
