Add build targets for backend / frontend (#322)
* Add prod target for frontend + backend to fix frontend timeout and start the backend app in more suitable prod mode.
TODO:
- need to fix version for gunicorn
* Modifying actions to target prod? (not sure if this works)
* pinning version of gunicorn
