Fix minor comment/docstring typos in runtime and inference modules Replace 'probagation' with 'propagation' in checkpointing.py (3 occurrences), fix 'the there' -> 'there' in inference_model_base.py, and fix 'the the' -> 'the' in variable_batch_size_and_lr.py.
