fix(net): cancel pending writes on stream close (#36369)
## Summary
- cancel pending writes and shutdowns when TCP, Unix, and vsock stream
resources are closed
- keep read-only cancellation scoped to reads
- apply the same close behavior to TLS streams
## Problem
A blocked write keeps a strong reference to its stream resource. Closing
the resource previously canceled only the read side, so the underlying
stream could remain open until the peer allowed the write to make
progress.
This splits read and write cancellation handles. Read cancellation
remains read-only, while closing a stream cancels both halves and
releases blocked writers promptly. A deterministic pending `AsyncWrite`
regression covers both behaviors.
## Testing
- `cargo test -p deno_net` (47 passed)
