chore: add lint plugin to track Deno.* API usage in node polyfills (#32964) Supersedes #31598. ## Summary - Add a Deno lint plugin (`tools/lint_plugins/no_deno_api_in_polyfills.ts`) that flags `Deno.*` API usage in `ext/node/polyfills` - Track expected violation counts per file in `EXPECTED_VIOLATIONS` -- any mismatch is a hard error in `tools/lint.js` - When migrating a file away from Deno APIs, decrease its count. When it reaches 0, remove the entry - Adding new `Deno.*` usage is blocked (actual > expected = error) - Forgetting to update counts after migration is also blocked (actual < expected = error) Currently 87 violations across 40 files.
