feat(desktop): run HMR by framework dev server (#35722)
Currently, `deno desktop --hmr` had no support for the framework's own
dev server. This PR fills that gap following Deno's docs [Hot module
replacement](https://docs.deno.com/runtime/desktop/hmr/#what-persists-across-reloads)
as the spec.
