fix(ext/node): pass Deno subcommands through child_process spawn
Spawning `deno bundle ...` (and other subcommands) via node:child_process
failed with "Module not found .../bundle" because the DENO_SUBCOMMANDS
pass-through list in node_shim was stale and missing many subcommands, so
they were misinterpreted as a script for `deno run`.
Sync the list with the subcommands registered in cli/args/flags.rs and add
a test that fails if a new subcommand is added without updating the list.
