fix(ext/node): support process.stdout resize events (#32343)
## Summary
- Add Windows support for `Deno.addSignalListener("SIGWINCH", ...)` by
polling console size changes every 250ms using
`GetConsoleScreenBufferInfo`
- Wire `process.stdout.on("resize")` / `process.stderr.on("resize")` to
emit on SIGWINCH, matching Node.js behavior
- SIGWINCH signal registration is lazy -- only created when a "resize"
listener is actually added to a TTY stream, and removed when the last
listener is removed. This avoids a persistent pending op that interferes
with deno_core's stalled TLA detection.
The code here is rough in some places, it will get significantly simpler
once we get proper support for TTY and `net.Socket`.
