fix(lsp): don't double-encode query/fragment in notebook cell URIs (#33070)
## Summary
- `normalize_non_file_uri` was re-encoding already percent-encoded
query/fragment components, turning `%3D` into `%253D`
- This broke `vscode-notebook-cell` URIs which use percent-encoded
base64 fragments, causing repeated "Could not find source file" errors
on every keystroke in VS Code notebooks
- Fix passes query and fragment through directly to the URI builder
since they're already valid encoded `EStr` values
Fixes #33058
