feat(npm): use JSR for `@jsr` scope (#31925)
Uses `https://npm.jsr.io` for the `@jsr` scope out of the box.
This can be overwritten by creating an .npmrc file with
`@jsr:registry=https://registry.npmjs.org` or by setting the
`JSR_NPM_URL` env variable.
