chore(tools): make lint.js work in jj checkouts (#35255)
Makes `tools/lint.js` work when running in a
[jj](https://github.com/jj-vcs/jj)
checkout of the repo.
`tools/util.js` resolves changed/relevant paths via git pathspecs. Under
a jj
checkout those have to be translated to jj filesets, and the glob
semantics
differ: git's `*` crosses `/`, but jj's glob `*` does not. So directory
excludes
expressed as `/` or `/*` must be rewritten to `**` (`normalizeGitGlob`),
and
`tools/lint.js` is wired to use the converted paths.
Dev-tooling only — no runtime or build changes.
