fix(crypto): add `"raw-secret"` to `KeyFormat` type (#35708)
When specifying `raw-secret` as `KeyFormat` for WebCrypto's method such
as`importKey()`, the implementation actually works, but type definitions
are incomplete, causing errors in the editor's language server.
This pull request adds `raw-secret` to the type definitions.
