ci: only clone needed submodules in node_compat_test workflow (#34333)
## Summary
- The `node_compat_test` workflow uses `actions/checkout` with
`submodules: true`, which recursively clones every submodule — including
the very large `tests/wpt/suite` (WPT) repo.
- Cloning WPT on the Windows runner has been flaky and recently caused a
full run to fail:
-
https://github.com/denoland/deno/actions/runs/26330417577/job/77516770308
— the WPT submodule clone failed with `expected flush after ref
listing`, and the subsequent retry of the std submodule failed with
`Direct fetching of that commit failed`. The whole strategy matrix was
then cancelled.
- The actual test step (`deno task --cwd tests/node_compat/runner test
--report`) only needs the `tests/node_compat/runner/suite` submodule;
the `summary` job only needs `tests/util/std` (for `@std/*` imports
resolved via `import_map.json`). Neither job needs WPT or the LSP
benchdata.
- Switch to the pattern already used in `ci.ts`: `submodules: false` on
checkout, then `git submodule update --init --recursive --depth=1 --
<path>` for each submodule the job actually needs. This removes the WPT
clone (a major flake source on Windows) and trims time off every run.
Closes denoland/orchid#186
## Test plan
- [ ] CI passes on this PR (Windows runner no longer fetches WPT).
- [ ] After merge, the next scheduled `node_compat_test` run completes
without checkout-stage failures.
