refactor(ffi): remove serde-value dependency (#34851)
## Summary
- Removes the `serde-value` dependency from the FFI symbol
deserialization path.
- Uses the existing `serde_json::Value` representation to preserve the
`ForeignStatic` probe followed by `ForeignFunction` fallback behavior.
- Drops the now-unused `serde-value` package and its orphaned
`ordered-float` v2 dependency from the workspace lockfile.
