ui : keep a plain download row the height of the others
The sub-lines wrapper of a download row was rendered even with nothing in it, so
its padding made the row taller than a plain one and the overlaid progress bar
sat in that empty strip. It renders only with sub-lines now, in the selector and
in the discover list, and the selector row takes the phone padding its
neighbours have.
