Fix ParallelismConfig.to_json returning None instead of the config dict (#4326) * Fix ParallelismConfig.to_json returning None instead of the config dict to_json() built the serializable dict as a bare expression statement and never returned it, so every call returned None and silently discarded the dict. ParallelismConfig is a public export and the documented way to configure FSDP/TP/CP/SP parallelism, so callers logging or persisting the config via to_json() got None.
